Toumba Stadium



The time has come to formulate the vision we have for the future direction of PAOK. By commencing this discussion, we can hopefully achieve a consensus amongst all PAOKTSIDES on the course we need to follow.


If i may, let me begin with the picture i have in mind, my vision is one where opposition and neutral supporters are forced to acknowledge that PAOK is the greatest team on the planet.


Let's start by looking at some facts.


Many of our supporters are dissatisfied when we sell players, theywant to buy big name players and celebrate their arrival at the airport.

Others want to become shareholders, directly elect the board and are opposed to anyone having a majority shareholding in the club.

Some want our ground capacity to remain at 28000 to 32000, while others still are concerned about affordable ticket prices.


I can go on, but the conclusion to be reached is the same. If we followed the above, PAOK would be a club with no prospects, a team perennially anchored between 4th and 6th position in the championship. Why? Because there would be no significant income from any source.


A club's strength is demonstrated in its home attendance figures and stadium capacity. When PAOK is playing in a stadium with a minimum 50,000 capacity and is attracting attendance figures within 80%to 90% of the stadium capacity at every match, then we will be able to overcome all our current difficulties and operate at the level of a great club.


This level of attendance will attract sponsorship and investment from Individuals and entities wishing to become shareholders, in the knowledge they will benefit from the marketing and advertising opportunities an association with PAOK will bring. The revenue will enable the club to invest in purchasing better calibre players, facilities and compete as an equal with the two big Athenian teams. At the same time ticket prices could be maintained, at close to current levels as gate receipts would not comprise the main source of income. To maintain these sources of revenue, we would need to ensure that the stadium filled to (80% -90%) capacity, which equates to a minimum of 40,000 supporters at each home match.


This would transform PAOK into a club that Is recognised and respected throughout the globe.


Some of our younger supporters may doubt our ability to attract attendances of this magnitude on a consistent basis they have not experienced the greatness of PAOK that older generations have lived. They may not understand that we are the largest mass of supporters of any team in Greece. We have already purchased over 21,000 seasons tickets for the upcoming season if there is any doubt. Let's not base our judgments on the last 15 years of misery, ridicule and embarrassment. PAOK is greater than any of us think, this club and its supporters deserve success and the recognition of the football world.


In order to achieve this PAOK needs its own privately owned stadium with a minimum capacity of 50,000. The stadium can be built in Toumba or at the International Expo of Thessaloniki site. The existing problem is that building costs will be approximately 50% greater if the stadium is built in Toumba, for reasons including, the need to excavate the existing 30 acre site to a depth of 20 to 25 metres, the structural support of existing buildings and surrounding walls, and the creation of a water sewerage facility etc. If we estimate that a 50000 capacity stadium will cost approximately 80 to 100 million euros, then we are looking at a total cost of 140 million euros.


If the stadium is built at the International Expo of Thessaloniki site, which is located close to our first stadium at Sintrivani, the project will be more economical. The club would be able to utilise three sites owned by AS PAOK. I'm referring to the site where the Palataki Is located, the Toumba site which could be redeveloped as a commercial centre, (the new development would need to respect the history of PAOK and the stadium, creation of a museum, preservation of Gate 4, etc) and the site located at the International Expo of Thessaloniki. The company undertaking the financing of the project would also gain if the stadium were built at the Expo site, as the depreciation benefits of the project (the newly built stadium located at the International Expo site, as well as the development of the commercial centre in Toumba) would be speedier and of a higher value.


This proposal is based on the assumption that the three aforementioned sites will remain the property of A.S PAOK. Throughout the recent past we have seen numerous clubs provided with gifts of land and sites for the construction of stadiums, facilities etc, in none of these Instances did the municipalities or government ministries involved request an exchange of any kind in return. In consideration of the above, and the fact that the Toumba site was bought by the PAOKTSIDES that came before us, not gifted by government or municipality, our negotiations with the municipality of Thessaloniki and any prospective company financing the project will need to make this position clear.


We need to decide what our requirements are for the next stadium, and the manner in which AS PAOK needs to operate to accomplish this purpose.

We expect the present government to provide a solution to the Issue of PAOK's debts to the state without ex gratia arrangements, only In accordance with the laws that govern all corporations. We expect the next government to facilitate the conditions that will enable PAOK to acquire a new stadium with a minimum capacity of 50,000 seats.
